Firstly you will need to upload contacts from iPhone to iCloud if not yet. You can go to iPhone Settings >> your Apple ID >> iCloud >> Contacts. Touch the ON/OFF toggle to enable contacts backup to iCloud.
Visit icloud.com using your favorite web browser on computer, sign into the same iCloud with your Apple ID and password. Click Contacts to view all your contacts. Click the Settings (gear icon) at the bottom left corner. Choose Select All from the pop-up menu to quickly select all contacts. You can also hold down the control or shift key on your keyboard and click the mouse to select multiple contacts from iCloud. Choose Export vCard and download your iCloud contacts to computer. Your contacts will be downloaded as a VCF file on PC.
You can then send it to yourself through email, open this email on your Android phone and import the vCard from your email to Android phone. More details can be found from this tutorial to transfer VCF contacts to Android phone through email.
