Download the free PDF editor & converter app if not yet. Launch the app on iPhone. You’ll be prompted to create an account using email if it is the first time you run this PDF converter app on iPhone. Once you are logged in, tap the + (Add) icon at the top right corner, you will get a pop-up menu at the bottom section on your phone screen. Choose WiFi from the bottom menu, you will then get a local web address through which you can access your iPhone from your computer.
Just enter the web address in the address bar of your favorite web browser on PC, you will see a screen like this.
Click Upload Files … button, browse to the folder on your computer where your PDF files are saved, select and upload them from PC to iPhone through Wi-fi. You can then use the PDF converter & editor to convert or edit the PDF files on iPhone.
